The UIF has proven that payments of one million pesos were made in 2013, which Armani himself admitted were cash payments to financier Ernesto Clarens to unblock delayed work certificates. The scheme relied on the discretionary allocation of subsidies, cost over-invoicing, simulated expenses, and lack of controls, allowing surpluses to be diverted. At the center of this chapter are former Secretary of Transportation Ricardo Jaime, accused of being a key organizer, and his successor Juan Pablo Schiavi, who is said to have continued the scheme. The fiscal accusation points to an illegal fundraising operation based on state subsidies for passenger trains, which were allegedly used to pay bribes to national officials. The case also involves Carlos Wagner, former head of the Argentine Chamber of Construction, and Mario Ludovico Rovella, head of Rovella Carranza Construcciones, who face multiple bribery charges.
